6 scallions, sliced

Zest of 1 lime
½ teaspoon cinnamon
1 bay leaf
1 cup water
1 tablespoon vegetable oil
4 Tilapia fillets
¼ cup fresh oregano leaves
½ cup chopped Castellano olives
